On 2nd August 2017, the Secretariat of the Group of States Against Corruption of the Council of Europe (GRECO) issued a report stating that Bosnia and Herzegovina have made progress in meeting the recommendations of the highest European body overseeing the implementation of anti-corruption measures.
In the Third Interim Report on Conformity, which GRECO adopted at the 72nd plenary meeting (1 July 2016) and released to the public on September 22, 2016, it was noted that no further progress was made with regard to the implementation of fifteen recommendations for which in the Interim Evaluation Conformance Report in the Third Evaluation Round found that they were only partially or by no means implemented (of the twenty-two recommendations contained in the Evaluation Report in the Third Evaluation Round). Therefore, the assessment of the degree of harmonization of Bosnia and Herzegovina remained “globally unsatisfactory” and in accordance with Article 32, paragraph 2), point (ii) c), GRECO invited the Secretary General of the Council of Europe to send a letter to the Minister of Foreign Affairs of Bosnia and Herzegovina, which will draw attention to the country’s mismatch. Furthermore, GRECO requested the Head of the Delegation of Bosnia and Herzegovina to submit a report on the actions undertaken by 30 April 2017 to the implementation of those recommendations whose implementation has been stalled. This report was submitted on March 16, 2017, and served as the basis for the Fourth Interim Report on Compliance.
The current Fourth Interim Report on Compliance was compiled by Mr. Kevin Valletta (Malta) and Ms. Vita HABJAN BARBORIČ (Slovenia), with the support of the GRECO Secretariat. The report provides an assessment of the implementation of the recommendations that have remained unresolved since the adoption of the Third Interim Report on Compliance (ie Recommendations II, IV, V, VI, VIII, IX and XII in Title I and Recommendations I to IV and VI to IX In Them II).
